CA Health Insurance

CA ( California ) is one of several states with a crisis on its hands regarding CA health insurance. According the California Healthcare Foundation, the state's population without health insurance in 2002 was 20 percent, about 6.5 million. As mentioned in that report, such a high number of uninsured results from employment turnover, changes in family income, racial and ethnic diversity, and non-citizenship. California 's uninsured numbers have consistently been higher than the national average since 1987.

In the private sector, employees of businesses with under 99 employees were the most likely to be uninsured, along with the self-employed. By family income, 45 percent of those families making under $25,000 were uninsured, along with 30 percent of those making under $49,999. It seems income may be a critical factor in determining whether citizens could afford CA health Insurance.

Demographics of those who do not have CA Health Insurance

Among the uninsured in 2002, 73 percent were not eligible for public CA health insurance. Some were not eligible for certain services because of their illegal status. Of those uninsured who were eligible for public health services, 25 percent did not enroll. Thirty-one percent of California 's Hispanic population was likely to be uninsured in 2002, in addition to 19 percent of ‘other' ethnic groups and 17 percent of African Americans. In all, more than half of California 's Hispanic population was uninsured, in actuality. However, this study noted that more non-citizens are insured in California than other states with high non-citizen populations, such as Texas , Arizona , Nevada , and Florida .

Lower income is not always the reason behind non-insurance in California . Half of California 's uninsured population made too much money to be eligible for public services. This number suggests that a certain percentage of people are paying for CA health insurance out of pocket. However, California 's problem still remains: people without insurance tend to be poor non-citizens, or poor citizens who are not seeking out government health care. Those without citizenship place a burden on hospital emergency rooms and social services and in part contribute to higher premiums for those who do pay for health insurance.
